I've had trouble off and on. Sometimes I can get them to go from Picassa, sometimes from the blogger dashboard/create a new post method. It is not consistant.
When it doesn't post, it is such a waste of time 'cause I'm on slow dial up.
It's not just you. Blogger is having some issues with this. My brother blogged about it at the beginning of August: Blogger Photos Not Working. And Blogger acknowledges some issues with it on their status blog, on an entry dating back to July 28! Blogger Status
I can't get them to upload when I am using Internet Explorer, but I downloaded the Firefox browser and they upload for me first time every time with it.
I haven't been able to post photos either - one on a new post every now and again and then I cut and paste the html to edit on the "real" post. It's so sad cause now I am stuck with just a nose and eyes on my This Is Carolanne website about senses... It doesn't make sense. LOL
I would recommend posting your pictures on flickr and then just using a tag inside your post. Blogger does only offer limited space and this might be what you are encountering. After posting your pictures on flickr - if you click on the sizes option - it will reveal the code for you to cut and past.
